They can have peace but not so much of a friendship, not in a collective sense. They are in a competition of regional dominance. Their situation is more like Europe in the 18th and 19th century, England, Span, France Germany all fighting with each other in a trade war. Among China and Japan, war is not going to happen, but tension always exist.
